Just install a leveling mod like "Realistic Leveling," "Oblivion XP," or "All +5 Attribute Modifiers. Maskar's Ultimate Leveling allows for better customization of leveling that no other leveling mod. However. I used OBMM to convert the realistic leveling zip to omod, dragged it to the downloads folder of MO and installed it using the default settings in OBMM and MO and activated both.
